Importing technique leads to a blocked editor

Description

When I try to import a technique (see attached file), the editing mode appear with the imported technique's informations.
But the parameters field in his generic methods do not appear. And the save button is disable.
This lead to a technique editor blocked : we can no longer create a new technique, edit techniques and quit the editing mode of the imported technique.

- export: it should export in version 2 since 6.1 (currently this is not the case)
- import: it only deal with technique in version 1 in 6.1 -> we should add the logic for version 2

When I import a technique, I have the following text that shows up

This Technique has been deleted while you were away. Saving it will recreate it.

I cannot save it, unless I'm modifying the imported technique

This bug has been fixed in Rudder 6.1.1 which was released today.
