Description

As mentioned in the parent ticket, read_only users shouldn't be able to interact with settings form and input even if it is not really working (saving would failed)

We should start by disabling action buttons like :

- "Add" / "Delete" buttons in directive parameters
- Directive "migrate version" button
- and "Select Directives / Groups" in Rule details
