Related to #18347, but for files under /var/rudder/share: we want to directly generate them with the correct rights, and remove the costly /opt/rudder/etc/hooks.d/policy-generation-node-ready/90-change-perm
Since rights are always a bit tricky, I prefer to do it in a major version.
