Description

Even if logger is not activated in trace, Lots of empty files are created in /var/rudder/inventories/debug folder, 2 files per inventory treated, so at least 2 files per day per Node.

It changes in #14870, because we changed the logic and opened the logfile, even if we don't write anything inside.
