current 7.0 plugins do not install, and fail with:

Installing /vagrant/rudder-plugin-scale-out-relay-7.0.0~alpha1-SNAPSHOT-1.7.rpkg
Invalid package version 7.0.0~alpha1-SNAPSHOT-1.7
