t says

If necessary, correct all files permissions: chown -R root:rudder directives groups parameters ruleCategories rules techniques and chown -R ncf-api-venv:rudder ncf/50_techniques techniques/ncf_techniques

but user ncf-api-venv doesn't exist anymore
