Description
The technique has both a parameter & a resources.
Saving to update only description fails with
Error Error when saving technique: The server had a problem, try again later
logs say
[2021-08-16 17:37:33+0200] ERROR com.normation.rudder.rest.RestUtils - "Could not update ncf technique <- Unexpected: unchanged is not valid resource state value"
