We used to be able to save again a rule with contect (directive or group) what was deleted but not correctly cleaned. It does not work anymore and make impossible to workaround #19786.
Also, the missing directive should be clearly visible (with red and how-to-correct message), like it was in #14790. Here, it's not visible enought:
