Description

System techniques are not set to "isSystem" in LDAP when they are auto-added.

There is a second aspect: we have a system that disable techniques when we don't find corresponding technique files.
This should not be done for system technique, as it's sure to lead to horror + system technique can't be re-enabled easely.

Logs look like:

/var/log/rudder/webapp/2021_10_05.stderrout.log.143341552:[2021-10-05 12:31:08+0000] WARN  application - Technique 'server-common' (1.0)' is deletedbut an active technique is still present in tree: disabling it.
