rudder-web.properties and rudder-users.xml aren't considered as a configurations files by the packaging (RPM only)

Description
At each installation/update, rudder-web.properties and rudder-users.xml are replaced by a new one.
It appends in rudder-webapp package.

- Target version changed from 2.3.3 to 2.3.4
- Subject changed from rudder-web.properties isn't considered as a configuration file by the packaging to rudder-web.properties and rudder-users.xml aren't considered as a configurations files by the packaging (RPM only)
