Add reason field to disabled field in campains and campain events

Description
We want to be able to explain why a campaign is disabled or archived, or when a campaign event is skipped
- Status changed from New to In progress
- Assignee set to Vincent MEMBRÉ
- Assignee changed from Vincent MEMBRÉ to François ARMAND
- Pull Request set to https://github.com/Normation/rudder/pull/4467
- Status changed from In progress to Pending release
- Status changed from Pending release to Released
This bug has been fixed in Rudder 7.2.0~rc1 which was released today.
