Description
ncf write_all_techniques was really useful when upgrading from Rudder 6.2 to 7.0 where we now needed a technique.json, and thus still intesting to upgrade to 7.2
But it breaks during upgrade of 7.1 to 7.2 since we changed the format of techniques to be incompatible with older format expected here
