it seems to be caused by the write_all_techniques

/usr/share/ncf/ncf write_all_techniques
ERROR: Could not parse Technique 'technique'
 caused by : There is not exactly one bundle in /var/rudder/configuration-repository/techniques/ncf_techniques/test/1.0/technique.cf, aborting

temporarly remplacing /usr/share/ncf/ncf by bin/true workarounds the issue
