Description

In #19457, we choose to follow more strictly RFC 1123 on valid hostname (https://datatracker.ietf.org/doc/html/rfc1123#section-2.1).
But some OS (windows) don't follow that RFC and allow "_" in fqdn.
We need to add them back in the list of authorized characters.
