Description

When we load Policy management screen, we don't want to have the tree of Category/PT/PI open, it's huge and overwhelming.

We want to only have the root node open, so that only category under it are visible.

Thank you Francois, this looks correct. However, the nodeId notation for node in the jstree is slightly disturbing
