Remove the fallback on "rudder" host when no policy server is configued

Description
This was never really documented and used.
It also comes with security risks, as users might not be aware that having a "rudder" host in a network makes it able to highjack new Rudder nodes in some cases (and in shared networks it could allow "stealing" nodes).
