When we uninstall and reinstall an agent, the agent is not correctly activated

Description

On an ubuntu 22.04, a rudder agent 7.2.4 has been installed, and then remove
Once reinstalled, the inventory has been generated, node has been accepted within Rudder, but the node didn't report

Looking at the details, the node keeps it initial policies, even if the rudder agent health and status says everything is ok
Both services rudder-cf-execd and rudder-cf-serverd are disabled

rudder agent update works as expected
Running systemctl enable rudder-cf-execd solves the issue
