Description
Most of the time, user don't really understand or want supervised groups, even with #14330 corrected.
We need to add an option to ignore the notion of supervised group and just validate all changes (still taking into account validated user).
We may want a version of the option or all changes non-leading to policy change (ie everything appart directive creation basically) would lead to a CR. I'm not sur it is necessary to add that and it may be confusing.
