Description

Using option "Upgrade only if already installed" in directive packageManagement generates warning messages
In the syslog (CFengine logs):

2023-07-17T13:11:02.006337+02:00 cf-agent[10751]: CFEngine(agent) rudder Package 'XXXXX' needs to be installed,but only warning was promised

It can be misleading for the user to see this error

Is this message & direct copy/paste ?

I cannot find any log message that looks like this one anywhere in the cfengine source code from 7.2 to 8.0
I tried with sub part of the sentence and different spelling.
Nothing either in the technique and ncf source code.
