Make archive directory names (on fs) configurable

Description
For now, the directory names of archives directories (policy-library, configuration-rules, groups) is hardcoded in AppConfig.
Make it user configurable in configuration.properties.
- Priority changed from 4 to 3
- Target version changed from 24 to 47
This is simple, easy, and so have to be done ASAP.
- Target version changed from 47 to 50
- Target version changed from 50 to 2.4.0~beta3
- Target version changed from 2.4.0~beta3 to 2.4.0~beta4

As you said but as this is not a blocking issue so I moved it to the next run.

It's not relevant anymore, and it will be even less relevant once we start to use git as the source of authority.
