Switch to OpenSSL 3.0 LTS instead of 3.1

Description
The rationale is:
- We don't need new/fancy features
- LTS duration matches our major version support
- OpenSSL tends to have more vulnerabilities in newer code
- Status changed from New to In progress
- Assignee set to Alexis Mousset
