Description

Currently, spotless is extremelly long, especially on parent project where it should just have nothing to do.
It looks like it's because at each project level, spotless check for ALL scala files in any sub-directories, and not just the one in said project, which leads to double or triple check in our case.

Make spotless only check in current project to gain time.
