Use the new 8.1 policy mode per method feature to merge the cis_xxx_audit_yyy and xis_xxx_enforce_yyy techniques together

Description
As the 8.1 brings a new feature to override the policy_mode locally at the block or method level, we should now be able to merge the different benchmark techniques together
and remove half of the techniques in the plugin.
This will require important changes in the KCL structure that will be detailed in the PR first comment when done.
