Description
It looks like people who are autoprovisioned don't have access to any tenants, as if the get the "-" tenant.
Just adding the user in `rudder-user.xml`, reload and logout/login makes the user get the correct rights, letting us believe that it's the general compat default that is not followed.
Also: we will need to add a way to give tenants in IdP configuration (same thing than for roles) => #24393
