Description

  1. I create a Rule through API with an unknow category -> OK
  2. The rule appear as a Rule with missing category -> OK
  3. In directive page I can create a directive with a this targeted rule

I pretty sure that we don't want to be able to do that.
I see this bug in 8.1, but it is more likely that it is also the case in 7.3 and 8.0
