Archive API for import/export doesn't know about technique

Description
This is a similar problem as #24295 but it doesn't cause rudder error, it just make thing more finely broken, as for example in #24781 where the openscap plugin doesn't show up because no category.xml file is created or copied from the archive.

Since the ticket is complicated, I will split it in two: first technique categories (breaks thing), then rules.

Tried exporting techniques from different categories, it exports them as expected with the category json :
This bug has been fixed in Rudder 8.1.7 which was released today.
