Description

I have upgraded Rudder to 8.1.2, some nodes were offline for a long time
I got the following reporting output 

The latest reports received for this node are from a run started at 2024-03-25 13:10:56+0000

(nearly 2 months old

I tried to trigger a policy generation, and got this output (mostly the same)

Compliance seems to not be correctly initialized
Happen in 8.1, may happen in 8.0
