API documentation for user management in 8.2

Description
Since we moved user management in Rudder in 8.2 #24799 , we have to move the API doc for "User management" away from the plugins section.
Since we also changed some fields in the local user password feature in 8.2 #24729, and added tenants field in 8.2 #24865, we should also update the documentation accordingly.
