Windows 2022 server (VM) won't reboot after installing Rudder agent 8.2 beta 1 over previous 8.1 agent

Description

On a Windows 2022 server (test VM) (Vagrant, Virtualbox),

- After installing Rudder agent 8.2 beta 1 Windows (8.2.0.0100000000) over a previous 8.1.6 agent.
- The 8.2 agent seems to run properly
- But afterwards the VM won't be able to reboot, and will enter Windows “repair” blue screen mode.

- Trying to exit repair mode and continue booting fails.
- Trying “troubleshoot” and auto repair also fails.

Reproduced twice after restoring VM from a previous snapshot.
