Bug #25526: Configuration errors should be added to policy generation status detail
List techniques with compilation failure in bar for generation status
Description
We need to list techniques that have a Compilation output tab and a compilation-output.yml in the generation status.
To do that we need to find the user techniques that may have a failed (with positive resultCode), store all of the techniques and display them next to the policy generation status bar.
The list should be updated as soon as a technique has been modified.
We should also update the list regularly at a fixed interval in case it has been updated from the filesystem.
