Description
The property rudder.batch.techniqueLibrary.updateInterval=5 is an interval in minutes to reload the technique library.
But the reload log only happens once, 5 minutes after Rudder startup and never happens again.
It should be a periodic process

false alarm it was executed periodically (but needed to enable specific trace logs for scheduled.job to see it)
