Persistant tooltips on rules page

Description
If we go fast enough, the tooltip about Policy mode keeps showing unless we refresh the page

Persistant tootips are also seen on the compliance page and directives page.
They are really annoying and are noticed as “first impression of Rudder”, which makes me think they should be prioritized.
