Rudder

We execute the command rudder package update every time but this will result often in network errors, so we need to be able to do it from a button (it is already done at some point, e.g. upgrading the server). We still need to verify that from a freshly installed instance, or in a case where we end up without any license or plugins (see #26221) that we have the button available and also a warning.

Also, when there are licenses, they may have different expiration dates for plugins, and we would like to know how many of them are expiring at a given date
