Description
As an user with administrator_read right, I can access the Policy backup tab via the Maintenance page, and use all the buttons.
It happens since the change in menu in #26055.
This should not be allowed, and we may want to hide the tab or its content completely to disallow that feature.
Also, the plugins page is providing a way to manage plugins, so it should be removed from the menu without the administrator write rights
