Description
After installing a new Rudder instance, the license setup saves the license username and password into the rudder package configuration.
But after saving those new credentials, when going to the `Plugins` page the plugins list is still empty, unless we click on the button to the refresh plugins.
Saving the license should update the plugins list because it is the main use case of the license setup, to have the list of available and up-to-date plugins
