openPlugins get silently disabled when number of licensed nodes is exceeded
Description
When the number of licensed nodes is exceeded by 1, licensed plugins immediately stop working, and :
- Rudder main page only shows a very small red warning sign on the status bar - plugins.
- With a hover hint telling that there will be more information on the plugins page.
- But the Administration / Plugins page shows no error at all, all plugins are displayed green, as “Installed”, so :
- There is no way from there to know that there is an issue.
- The Administration / About page shows no license information about the plugins at all, licenses just seems to have disappearead
- So there is no way to know that there is an issue with the number of nodes (that exceeds the license).

We need in the very short term to do a quick fix:
- make the whole top-bar logo red so that user can't miss it
- the error MUST be displayed in the plugin page. In big, red callout on top if possible.
We will look for more precise change later on, but that one need to come fast.
