Description

With #26883 we are adding per-campaign hooks, so we will certainly want to be able to fine-debug one campaign without having ALL hooks from generation and all at trace level.

So we need to specify that we only want hooks for a given campaign (or any top level event from /opt/rudder/etc/hooks.d) to have its own debug level.
