Description

If I remove an accepted windows node from my policy server, rebuild a machine from scratch with same hostname as the removed node, install a new agent on it,
its inventory arrive on the server, but is ignored by the webapp and stays in the "incoming folder" until a webapp or a call to api/latest/inventories/watcher/restart.

I tried to touch the .ocs and .sign files to trigger the watcher, without success.
This seems reproducible as it happened multiple times today on a 9.1~alpha2.

Note that the webapp log file 100% ignore the inventory file until a restart, even in debug mode, there is no trace of the inventory file being seen in the webapp logs.
