In clone/create group, the modification message explanation is below the field

Description

Ticket #2779 add the possibility to enter an explanation message about why the group was created/cloned.
But contrary to anywhere else in the application, the comment "Please enter a message explaining the reason for this change" is below the "Message" field.

This should be set above, as elsewhere.
