As explain in #2168, the current behaviour for the pop-up that displays rules going to be applied to new nodes is not OK regarding how Directives and groupes are displayed.

A workaround was found for #2168, but we want to enhanced the user experience by removing the pop-up and the mean to display it (the Directive column in the list of pending node, and all the magnifiyng glasses).
In place of that, add a new tab in node details (details are unfolded when clicked on the node name). The tab will contains all the informations currently in the pop-up.

This tab would ideally be in the same tab position as the "Reports" tab for accepted nodes, since the content will be similar. It could be called "Configuration policy".
