Description

When the change message is mandatory, and we are deleting or disabling a directive, and we omit the change message, and press "save", no error message appears and the popup get stuck
The only way to be able to disable or delete it is to reload the page

This bug happens only after the form has been submited once. Then, when we click on disable or delete, and don't fill the reason, nothing happen; but the content of the popup has been deuplicated at the bottom of the page
