Make only one event log for "import all" archive
Description
Import all archive generate 4 event log (one for Rule import, one for group import, one for directive import and one to confirm the full import)
That clearly not what we want.
It would be better to have only one event log for the full commit

After some thought and discussion, I don't think that this change should be introduced in a minor version on the 2.4 branch: it is a functional change, so should be delayed until 2.5.
