Description

The migration script in 2.6 is not convergeant.

We introduced in 2.6 the rudder.workflow.enabled property, which replaces (and comments) the rudder.autoDeployOnModification property.

However, commenting it has unexpected results: The old property, also added by the migration script, is re-added everytime since a commented property is not considered present.

We should make some intelligent magic so this does not happen.
