chmod on /var/rudder/cfengine-community/ppkeys fails if directory does not yet exist

Description
The chmod ran on /var/rudder/cfengine-community/ppkeys is a bit hasty, and can cause the whole postinst script to fail is that dir doesn't exist.
That was introduced in #3515, fixing with this bug.
