Migration script for 'Archives' entry in ldap is missing

following #3587, we need to add a migration script to create the 'Archives' entry to the ldap

It seems OK to me. This is a migration script only for 2.3 to later version, then I suppose it will be removed after June 2013 on 2.6 and later.
