User story #3648: Add support for rudder-agent on RHEL / CentOS 3

Description
On RHEL3, the .so.d mechanism didn't exist for /etc/ld.so.conf so we have if conditions throughout the rudder-agent .spec file to avoid this.
There is one missing causing an error in the final stages of packaging the RPM:

22:07:51 File not found: /var/tmp/rudder-agent-2.6.3.rc1.git201306172148-1.EL.3-root-root/etc/ld.so.conf.d/rudder.conf
