Description

Following http://www.rudder-project.org/redmine/issues/3604 , we still have the issue, for two reason:
- clients can also drop message, and the fix was only for the server
- #3604 didn't fix the problem, as the file creation depends on the class rsyslogd, but this class is local at another file

It is nearly done, however one thing that Jon has reported is not fixed yet. ( a filexists conditionned class for the rsyslog version detection module presence)
