'delaycompress' is now applied on every logs in logrotate

Description
When #3922 is corrected, we will have half logrotate with compress delay, half without. We should normalize with all logrotate configured in the same way.

According to #3922: "We need to use delaycompress option in logrotate for files with sharedscripts."
I see no entry with a sharedscripts without a delaycompress, everything looks fine.

Yes, that was the initial bug. It was fixed quickly for the affected entries. Now, we think it is weird that some log files have option but not others, so this ticket is to add delay compress to all entries.
