closedDocumentation is missing some more level 2 headers
Description
As of version 2.4 (!), rudder-doc chapter 9 has some broken and missing headers. Some were fixed in #3943 and #3957, but I found quite a few more left.
Asciidoc helpfully outputs a warning when this happens when the order is wrong (ie H3 after H1) but does not detect when a H2 is missing in between other H2s (for example).
