Description
The system Techniques and initial promises use the wrong logrotate configuration on RHEL, they use the SuSE ones instead.
They should instead respect the "normal" promises logic and use a specific logrotate configuration.

Fixed the RHEL support in the normal Techniques and sync'ed the initial promises.
